Although no state laws forbid searches, some do restrict access to records. If a searcher comes across a veto or other form in the adoption file which specifically requests no contact, there are prohibitions against contacting the person who filed the veto. In some states, there are fines or prosecution for ignoring requests in a file for “no contact.” There are also ways to obtain records that are illegal.
Awareness of state laws is the searcher’s responsibility.
